Not a one that I am aware of!
HOWEVER, in Illinois, Rural Farmers (like anybody else) who have been psychiatric in-patients in the last decade cannot own weapons.
This would prevent people like Rush Limbaugh from owning a firearm here as a substance abuse program such as he attended is a psychiatric in-patient program.

I don't know of anyone in congress, or anyone out of congress in my personal life, that wants to "outlaw guns".

Well I know San Francisco made it illegal for city residents to possess handguns.
But that's as close as I've ever heard to a ban.

Chicago did the same. So did Morton Grove, IL. Hasn't seemed to do any real good, either.

I remember Republicans projecting that all it would do was disarm those who followed the law.
