The United States Congress has required VA to provide additional information to all veterans who live in the states where the average amount of VA disability compensation paid is lower than in other states. The states are Connecticut, Illinois, Indiana, Michigan, New Jersey, and Ohio.

VA wants to be sure that all veterans receiving VA compensation know how to apply for increased benefits if their disabilities have worsened or they have additional disabilities related to their service.

VA also wants to be sure that all veterans not currently receiving VA compensation are aware of the VA disability benefits that are available and know how to apply for them.

This website provides information that is important to all veterans, no matter where they live.

I am a little confused because the word average mandates that some states will be lower than the average. There exists only one way where no state will be lower than the average and that is where all states are precisely equal.
